工业遗产文旅开发是工业遗产再利用的关键，也是新时代通过存量资源实现文旅事业高质量发展的重要渠道，近年来日益得到社会各界重视，形成了较高的社会效益与经济效益。工业遗产文旅开发通过整合传统安全与非传统安全要素，推进了高质量发展与高水平安全良性互动，并以群众参与的形式筑牢国家安全屏障，确保了社会的和谐稳定与长远发展。在总体国家安全观视域下，工业遗产文旅开发仍要注意如下三个问题:一是在工业遗产空间旅游规划时，要明确维护国家安全界限，要有底线意识、风险意识;二是利用工业遗产档案时，要有主动维护政治安全的意识，注重档案选择与使用;三是要积极讲述工业遗产“中国故事”，并主动承担起维护国家文化安全的职责。

Industrial heritage cultural tourism development is key to the reuse of industrial heritage and an important channel for achieving high-quality development of the cultural tourism industry in the new era through existing resources. In recent years, it has received increasing attention from all sectors of society and has generated significant social and economic benefits. By integrating traditional and non-traditional security elements,industrial heritage cultural tourism development has promoted the positive interaction between high-quality development and high-level security. It has also strengthened the national security barrier through public participation,ensuring social harmony,stability, and long-term development. Under the framework of the overall national security outlook,industrial heritage cultural tourism development should still pay attention to the following three issues: First,when planning industrial heritage spatial tourism,it is essential to clearly define the boundaries of national security and maintain a sense of bottom lines and risk awareness. Second,when utilizing industrial heritage archives,there must be a proactive awareness of maintaining political security,with a focus on the selection and use of archives; Third,when telling the “Chinese story” of industrial heritage,there must be a proactive assumption of responsibility for maintaining national cultural security.
